LOCAL PRESIDENT

The position of President of the BAL APWU shall be a full time local union position. He or she shall also serve as Executive Shop Steward. It shall be the duty of the President to have charge of the general welfare of the local and to promote its interest in such ways as seems to his or her advisable or as he or she may be directed by the Membership and/or Executive Board. He or she shall preside at all meetings of the General Assembly, General Council, and Executive Board and shall be govern by Robert’s Rule Of Order, Newly revised, in all cases, to which they are applicable and which they are not in conflict with the constitution and by laws. He or she shall appoint all committees not specifically appointed on motion in the general assembly. He or she shall be a member of all committees. The President, by virtue of his or her office, shall be a delegate to all conventions, seminars, conferences, etc., called by organizations with which this union is affiliated.

The Executive Vice President shall fulfill the unexpired term of the president if her or she leaves office before his or her term expires. Nominations and election must be ordered for the position of vice president within thirty (30) days at the next general membership meeting. The Executive Vice President shall serve in place of the President when necessary and shall be compensated at the same rate as the president. He or she shall also serve as Executive Vice Shop Steward. He or she shall handle grievance and adverse actions as directed by the president. He or she shall be a member of the labor management and negotiation committee. He or she shall be a delegate to all APWU State and National conventions. He or she will spend eight (8) hours per week in the office. This time will be spent helping the President in whatever capacity needed. He or she shall receive $275.00 per month salary. He or she shall be elected by the general membership.

Secretary/Treasurer

The Secretary/Treasurer shall have charge of the collection of all funds of the local, and shall be responsible for the safe deposit of such funds at the end of each general meeting. It shall be his or her duty to draw orders (write vouchers) on the treasury for the expenditure of funds, but shall comply with the directions of the Trustees as to the deposit of such funds. He or she shall be directed to the investment of funds by the general membership of the local. All checks of this local shall be signed by the Secretary/Treasurer of the local, and countersigned by the President. He or she shall report at each general membership meeting the financial condition of the local, stating the amount of deposit and the amount paid out during the past month. He or she shall furnish the President a copy of his or her report. He or she shall be responsible for filing and reporting forms with the Department of Labor. He or she shall also be responsible for preparing information for CPA’s, filing of all IRS taxes such as 990. He or she will be required to spend 8 hours in the office per week as needed. He or she shall keep an accurate record of the proceedings of all regular and special meetings. It shall be his or her responsibility to take care of the official correspondence. It shall be his or her duty for maintaining a current membership file in the local’s office. He or she shall furnish the Editor of the official union paper with a monthly report of all roster changes. He or she shall make a complete report at each general membership meeting. He or she shall be a member of the Executive Board. He or she shall receive $250.00 per month salary. He or She shall be a delegate to the Secretary/Treasurer’s convention. He or she shall be delegate to all State and National APWU conventions. He or she shall be elected by the general membership.

Clerk Craft Director

The Director Clerk Craft shall be responsible for the craft. He or she shall be Chief Shop Steward for his or her craft and act as coordinator for all grievances in his or her craft. He or she shall be responsible for processing all grievances in the craft. He or she shall preside over craft meetings. He or she shall be a member of the Local Negotiating Committee. He or she shall by virtue of his or her office be a delegate to the State and National Conventions of the APWU and all Clerk Craft Conventions. He or she shall be a member of the General Council and the Executive Board. He or she shall be paid $200.00 per month. He or she shall be elected by the Clerk Craft only. He or she shall submit articles to the union paper no less than quarterly.

Maint Craft Director

The Director Maintenance Craft shall be responsible for the craft. He or she shall be Chief Shop Steward of his or her craft and as coordinator for all grievances. He or she shall be responsible for processing all grievances in the craft. He or
she shall preside over craft meetings. He or she shall be a member of the Labor Management Committee, and he or she shall be a member of the Local Negotiating Committee. He or she shall by virtue of this office be a delegate to the State and National Conventions of the APWU and all Maintenance Craft Conventions. He or she shall be paid $200.00 per month. He or she shall be elected by the Maintenance Craft only. If the craft director cannot attend conferences/conventions, a steward from that craft shall have the opportunity to attend. He or she shall submit articles to the union paper no less than quarterly.

MVS Craft Director

The Director Motor Vehicle Craft shall be responsible for the craft. He or she shall be Chief Shop Steward of his or her craft and act as coordinator for all grievances in the craft. He or she shall be responsible for processing all grievances in the craft. He or she shall preside over craft meetings. He or she shall be a member of the Labor Management Committee, and he or she shall be a member of the Local Negotiating Committee. He or she shall be virtue of his or her office be a delegate to the State and National Conventions of the APWU and all Motor Vehicle Craft Conventions. He or she shall be a member of the General Council and the Executive Board. He or she shall be paid $200.00 per month. He or she shall be elected by the Motor Vehicle Craft only. He or she shall submit article to the union paper no less than quarterly.

Chief Trustee

There shall be three (3) Trustees with concurrent terms. The elected Trustees shall be designated as Chief Trustee, First Trustee, Second Trustee. The Chief Trustee shall be determined by most votes received in the election, First Trustee must have received the Second largest number of votes. It shall be the duties of the Board of Trustees to audit the books of the Secretary/Treasurer of the local at the close of business on June 30th and December 31st each year, and at any such time there is a change in the office of either the Secretary/Treasurer. They shall give a report of such auditing together with any recommendations they consider pertinent to the local at the general membership meetings. They shall be charged with the accounting of all funds and properties of the local. They shall keep a record of all funds and properties of the local. They shall keep a record for their official acts. The Chief Trustee will countersign all checks in the absence of the President. The Chief Trustee shall be responsible for securing the building after each general membership meeting and for the opening/closing of building for general usage. They shall be members of the Executive Board. He or She shall be a delegate to the Secretary/Treasurers convention on a rotating basis. They shall receive $100.00 per month salary. They shall be elected by the general membership.

The Editor shall be charged with the responsibility of editing all copy submitted for libel, spelling, grammar, length, violations of federal laws and regulations or violations of the integrity and moral principles of the union. The official union paper shall be published Every odd months (January, March, May, July, September and November) shall maintain a copy of each publication in a binder. The union paper shall be mailed 7 days prior to union meetings. All publication shall be prepared and mailed from the Union Hall at least ten(10) days prior to Union Meetings. Regular bi-monthly editions may be suspended or special additions may be published at anytime upon approval of the Executive Board. Any member in good standing may submit copy for the paper no later than 25th day of the month. An editorial policy committee shall be established. Members of the committee shall be (1) President (2) Executive Vice President (3) Editor (4) Director Clerk Craft (5) Director Maintenance Craft (6) Director Motor Vehicle craft. The Editor shall submit any article to the editorial policy committee, which in their opinion could pertain to the following items and the editorial policy committee shall be responsible for determining if the article is printed. (a) Libel, (b) conflicts with federal laws and regulations, (c) violations of the integrity and moral principles of the union, (d) disposition of unsigned articles, (e) Disposition of articles which were written for the purpose of resolving strictly personal issues and conflicts with management, (f) disposition of articles which are critical of other officers in a negative and non constructive manner. The committee shall determine whether to accept for printing. If the article is accepted, the editor shall offer an opportunity for response from the officer being criticized, in the same issue of the paper. The Editor shall at no time change the motive or direction of the contributor’s article. The editor shall be a member of the Executive Board. He or she shall receive $175.00 per month salary. He or she shall be elected by the general membership. He or she shall be a delegate to all State and National conventions.

Associate Editor

The Associate Editor shall assist the Editor in the publication of the official union paper. In absence of the Editor, the Associate Editor shall carry out the duties of the Editor with the approval of the Executive Board. He or she shall receive $100.00 per month salary. He or she shall be a delegate to the Editor’s conference. The Associate Editor shall be elected by the general membership. He or she shall be a member of the Executive Board.

Health Plan Rep

The Insurance Representative shall furnish all necessary hospital and accident benefit forms to the membership. He or she shall furnish the membership with all information and assistance needed relative to the hospital plan and
accident benefit association. He or she shall keep in contact with all local hospitals to assure that they are familiar with the APWU hospital plan. He or she shall be a member of the Executive Board. He or she shall be a delegate to the APWU Health Plan Conference. He or she shall receive $100.00 per month salary. He or she shall be elected by the general membership.

Legislative Director

The Director Of Legislation shall be responsible for contacting, by mail, Congressmen and Senators concerning Legislation of interest to members and their families. He or she shall formulate a program to assist members in contacting their representatives. He or she shall be a member of the executive board. His or her expenses shall be subject to approval of the executive board. His or her salary shall be $125.00 per month salary. He or she shall be elected by the general membership. He or she shall submit an article quarterly for the Birmingham Area Local 303 News and give a Legislative report at each union meeting. The Legislative Director shall sponsor at least two (2) COPA events per year and be a delegate to the Alabama AFL-CIO and the Birmingham Labor council meetings.

Sergeant-At-Arms

The Sergeant At Arms shall maintain order during the general membership meetings of this local, and carry out the directions of the President. He or she shall maintain a record of the members attending each general membership meeting. He or she shall be a member of the Executive Board. He or she shall receive $100.00 per month salary. He or she shall be elected by the general membership.
